Initial EMT Applicants


​​​Instructions for Initial EMT Applicants

To be certified as an EMT in the State of California by Sacramento County the applicant must be 18 years or older and complete and upload the following: 

(a) An individual who meets one of the following criteria below, shall be eligible for initial certification upon fulfilling all requirements under (c) of this page:

  1. Apply online at https://actonline.saccounty.net and register as a new user. Once the account is established, log in and apply for certification.  Online application instructions found here.

  2. Pass the National Registry of EMT, cognitive and psychomotor exam within two (2) years from the date of application and documentation of successful completion of an approved initial EMT training course, within the last 2 years that meets the requirements in the State of California Title 22, Division 9, Chapter 2  (Course Completion record), OR

  3. Pass the National Registry of EMT, cognitive and psychomotor exam within two (2) years from the date of application, and documentation of successful completion of any approved out-of-state initial EMT course within two (2) years of application, OR

  4. Pass the National Registry of EMT, cognitive and psychomotor exam within two (2) years from the date of application, and have a current and valid out-of-state EMT Certificatation, OR

  5. Possess a current National Registry EMT, Advance EMT or Paramedic registration certificate, OR

  6. Possess a current out-of-state Advanced EMT or Paramedic certificate, OR

  7. ​Possess a valid California Advanced EMT certificate, or possess a current ​California Paramedic license

​(b)  In addition to meeting one of the criteria listed above, to be eligible for initial certification, an individual shall:

  1. Possess Current CPR for the Healthcare Provider card or equivalent

  2. Possess a Government issued photo identification (Driver's License, Passport, Military ID)

  3. Complete Supplemental Certification Application (if prior convictions) and all documents that pertain to prior conviction(s)

  4. Obtain fingerprint scans from a Live Scan Location ​using a SCEMSA specific Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) Live Scan Request Form,​ BCIA 8016 (Rev 4/2020). 

  5. ​​Pay the required fees.


(c)  ​Once the above has been submitted, you will receive an email from Sacramento County confirming your application has been received. Please allow             1-2 weeks for your application to be processed. Application approval times vary depending on the Live Scan processing times.

(d)   An EMT shall only be certified by 1 certifying entity during a certification period.​​

  • $50.28 SCEMSA application fee (non-refundable)

  • $75.00 State of California Emergency Medical Services Agency EMT Central Registry fee (non-refundable)

  • $30.00 Expedited Processing fee (if requested)
