Welcome to Sacramento County's Adult Mental Health Services!

We provide Specialty Mental Health Services to eligible Sacramento County residents, ages 18 years and older who are eligible, or have, Full Scope Medi-Cal. Programs range from low to high intensity outpatient and subacute services that are aimed to help individuals on their road to recovery. ​​​​​​​

Adult Mental Health Programs:​ 

Adult Psychiatric Support Services (APSS)

The Adult Psychiatric Services (APSS) Clinic is Sacramento's county-operated adult outpatient mental health facility. APSS provides transitional recovery-based services, including psychiatric evaluation and medication management; group and individual counseling, integrated mental health and substance abuse treatment, peer support services, and case management/linkage to additional community supports.


Community Outreach Recovery Empowerment (CORE)

The Community Outreach Recovery Empowerment (CORE) Programs have two components: The CORE Outpatient Program and CORE Community Wellness Center. The Outpatient Program provides a full range of mental health services to eligible Sacramento County adult residents seeking specialty mental health services. The Community Wellness Center serves as a drop-in location that is peer-led and open to all Sacramento County adult residents seeking assistance with their mental health recovery. 


Full Service Partnership (FSP)

The Full-Service Partnership (FSP) programs provide services to children and their parents, transitional aged youth and adults who require frequent contact and support to maintain in the community due to the severity of their mental illness. FSPs offer intensive specialty mental health services including: traditional mental health medication management, crisis services and more non-traditional mental health services such as housing supports and alternative healing practices.


Intensive Placement Team(IPT)

The Intensive Placement Team (IPT) serves as an access point and processes referrals to Full Service Partnership (FSP) programs, Augmented Board and Care (ABC) program, Adult Residential Treatment Program (ARTP) and all sub-acute residential placements.​


Transforming, Healing, Renewing, Voice, Empowerment (THRIVE) Program 

THRIVE (Transforming, Healing, Renewing, Inclusion, Voice and Empowerment) programs serve individuals 18 years and older, court and/or justice-involved and have a serious mental health condition with moderate to severe functional impairment.

The program provides flexible, client-driven, recovery-oriented, strength-based, trauma-informed, culturally and linguistically responsive, comprehensive community-based specialty mental health services and supports, addressing needs specific to the justice and/or court-involved.

CalWORKs Wellness Team

The CalWORKs Wellness Team mission is to reduce mental health barriers to employment so individuals receiving services are able to obtain employment in their effort to achieve financial independence and support their families. Referrals are made by the Department of Human Assistance (DHA), BHS-SAC, and self-referred.  Services are provided by Behavioral Health Services (BHS), offering an array of services, including, assessment, treatment planning,  individual therapy, and case management. The team is embedded at five different bureaus of DHA throughout Sacramento County.
