Instructions for Initial Applicants
To be certified as an EMR by Sacramento County the applicant must be 18 years or older and complete and submit the following: Apply online at https://actonline.saccounty.net and register as a new user. Once the account is established, log in and apply for certification using the Online application instructions.
Please upload the following:
Valid EMR course completion record (dated within the last 12 months). Government issued photo identification (Driver's License, Passport, Military ID).
Current CPR for the Health Care Provider card or the equivalent. A “passport style" color photo of yourself.
Supplemental Certification Application (if prior convictions) and all documents that pertain to prior conviction(s). Have your employment verified by your chosen employer (an email will be sent to your employer to which they need to respond in order to verify your current employment).
Pay the required fees.
Once the above has been submitted, please allow 1-2 weeks for your application to be processed.

Cost for initial EMR Certification
$25.00 SCEMSA application fee (non-refundable).
$30.00 Expedited Processing fee (if requested).
Fees may be paid by credit card online.
