Meaningful Use


​The concept of meaningful use was introduced in 2009 as part of the Health Information Technology for Economic and Clinical Health (HITECH) Act. HITECH proposes the meaningful use of interoperable electronic health records (EHR) throughout the United States health care delivery system as a critical national goal. Meaningful Use is defined by the use of certified EHR technology in a meaningful manner, ensuring that the certified EHR technology is connected in a manner that provides for the electronic exchange of health information to improve the quality of care, and that in using certified EHR technology the provider must submit to the Secretary of Health and Human Services information on quality of care and other measures.

Incentive payments are granted to Eligible Professionals or Eligible Hospitals who can demonstrate that they have engaged in efforts to adopt, implement, or upgrade certified EHR technology.

Immunization Reporting

Register at the CAIR Immunization Messaging Portal and receive reporting instructions.

If you already registered at the CAIR Immunization Messaging Portal and you don’t plan to submit other types of public health data, you do not need to re-register at the CDPH Gateway.
Electronic Lab Reporting (ELR)

Register with the CDPH HIE Gateway. The Gateway will then instruct you on how to submit data to CalREDIE.
Electronic Case Reporting (eCR)

Hospitals/Providers WITH an existing HIE Gateway User Account can register their intent to submit eCR data using certified electronic health record technology (CEHRT) by enrolling for the CDPH Program Name: CalREDIE Electronic Case Reporting (eCR) on the CDPH HIE Gateway: Manage Submissions page.

Hospitals/Providers WITHOUT an existing HIE Gateway User Account will first create a New Account and then will be able to register their intent to submit eCR data using CEHRT by enrolling for the CDPH Program Name: CalREDIE Electronic Case Reporting (eCR) on the CDPH HIE Gateway.
Public Health Registries - California Smoker's Helpline  Yes - If Production was previously achieved under the Modified Stage 2 Specialized Registry measure

Note that this registry previously qualified as meeting the Specialized Registry measure under Modified Stage 2.
Public Health Registries – Cancer Case Reporting Yes

Enrolling with GDSP does not meet specific Meaningful Use measure/criteria at this time. If you are a Perinatal Licensed Health Facility and would like to receive Newborn Screening test results electronically, please visit the CDPH HIE Gateway registration portal to enroll in GDSP HIE.
