
Memoranda of Understanding (MOU)
Medi-Cal Managed Care Plans (MCPs) partner with the California Department of Health Care Services (DHCS) to ensure Californians receive high-quality, accessible, and affordable health care, including behavioral health services.
To support seamless, coordinated care for behavioral health members, Behavioral Health Delivery Systems are required under state guidelines to establish Memoranda of Understanding (MOUs) with each Medi-Cal Managed Care Plan operating within their county. These agreements define roles, responsibilities, and collaboration processes that help ensure members can easily access the behavioral health services and supports they need.
Goals and Intent of the MOUs:
- Define roles and responsibilities between MCPs and Behavioral Health Services for coordinating care and services for all MCP Members.
- Establish agreed-upon processes for collaboration between MCPs and Behavioral Health Services.
- Document data-sharing practices—what data will be shared and how—to support care coordination and monitoring.
- Ensure transparency about relationships, roles, and responsibilities between MCPs and Behavioral Health Services.
- Provide dispute resolution mechanisms and maintain oversight and accountability under the MOU.

MOU Quarterly Meetings
Behavioral Health Services meets quarterly with MCP partners to align on care coordination and quality improvement efforts, as well as to address both systemic and case-specific concerns. Listed below are our most recent quarterly meetings.
