On July 1, 2019, Sacramento County implemented Drug Medi-Cal Organized Delivery System (DMC-ODS) services for the treatment of substance use disorders. The implementation of DMC-ODS services is a demonstration project to illustrate how organized care increases the success of beneficiaries to achieve and sustain long-term recovery while also decreasing treatment costs. Implementation of DMC-ODS services enables more local control and accountability, provides greater administrative oversight, creates controls to improve care and efficient use of resources, and utilizes evidenced-based practices.
DMC-ODS services include a continuum of care modeled after the American Society of Addiction Medicine Criteria for the treatment of substance use disorders. This approach identifies the need for and provides the beneficiary with medically necessary care, offers a wide-range of levels of care to meet the needs of beneficiaries, and fosters collaboration with system partners to coordinate services for beneficiaries.
