Description
On August 18, 1990, Congress passed Public Law 101-381, the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act to help states, communities, and families cope with the growing impact of the AIDS epidemic. The program, which is administered by the U.S. Department of Health and Human Services - Health Resources and Services Administration (HRSA) - HIV/AIDS Bureau (HAB) Division of Service Systems, supports systems of care for people with HIV/AIDS who do not have adequate health insurance or other resources.
The CARE Act has since been re-authorized by Congress in 1996, 2000, and 2006. In 2009, the act was reauthorized as the Ryan White HIV/AIDS Treatment Extension Act of 2009. The Ryan White legislation has been adjusted with each reauthorization to accommodate new and emerging needs, such as an increased emphasis on funding of core medical services and changes in funding formulas. The Ryan White CARE Act supports the development of systems of care that are responsive to local needs and resources. It is founded on strong partnerships between the federal government, states, and local communities in need, and emphasizes less-costly outpatient primary care to prevent costly emergency room visits and hospitalizations.
The CARE Act is named in honor of Ryan White, an Indiana teenager whose struggle with AIDS and AIDS-related discrimination helped educate our nation about the needs of people with AIDS. Ryan White died on April 8, 1990, at the age of 19 years, just a few months before Congress passed the Act that bears his name.
