Who We Are

Ryan Quist, Ph.D., is the Behavioral Health Director in Sacramento County. His work in Behavioral Health started in Riverside County Behavioral Health where he worked in various roles dedicating more than 20 years to County Behavioral Health.

He remains very active in Statewide advocacy on Behavioral Health topics and was elected by other Behavioral Health Directors as President for the County Behavioral Health Directors Association (CBHDA). He co-chairs the CBHDA Medi-Cal Policy Committee. He was selected to participate in the CalAIM Behavioral Health Stakeholder workgroup and contributed to planning for the various Behavioral Health CalAIM initiatives now being implemented.

In Sacramento County, his focus is on mental health and substance use services for the homeless population, criminal justice population, and bolstering the crisis continuum of care to prevent psychiatric hospitalizations. For children’s services, he is dedicated to promoting field-based and school-based services and collaborating to support the foster youth and probation populations.

Kelli Weaver serves as the Deputy Director of Behavioral Health Services for the County of Sacramento. She is a dedicated leader with over 30 years of experience in behavioral health, system transformation, and community-based care. Known for her compassionate and forward-thinking leadership, Kelli oversees a wide range of programs that support individuals and families facing mental health and substance use challenges. She has led major initiatives to expand crisis response services, improve access to care, and modernize service delivery systems, all while managing complex budgets and building strong partnerships. Committed to equity, innovation, and client-centered care, Kelli is also passionate about mentoring future leaders, fostering staff development, and cultivating a collaborative culture that prioritizes recovery-oriented practices and sustainable community impact. Kelli is a Licensed Clinical Social Worker. She earned a Master's degree in Social Work and a Bachelor of Science in Gerontology from California State University, Sacramento.

Duties: Continuous Quality Improvement Team

Emmanuel serves as Division Manager for the Behavioral Health Services Continuous Quality Improvement Team, bringing extensive leadership experience in state service with a focus on compliance, quality improvement, and Diversity, Equity, and Inclusion (DEI).

He holds a Master of Public Health and bachelor’s degrees in Sociology, Biology, and Black Studies, offering a strong interdisciplinary foundation. Emmanuel has led reentry programs for the California Department of Corrections and Rehabilitation, expanded access to Medi-Cal behavioral health services, and implemented statewide initiatives under the Department of Health Care Services (DHCS) and California Health and Human Services (CalHHS). He has partnered with the California Department of Public Health on program audits and, as a Program Manager at Dignity Health, spearheaded data-driven quality improvement initiatives.

Beyond his state leadership roles, Emmanuel is an active community leader and former Chair of the Sacramento Housing and Redevelopment Agency. He has provided legislative policy support and strategic guidance to California legislators, including members of the State Assembly and Senate, helping shape public policy that advances equity and community well-being.

Trained in Lean Management and certified in Diversity, Inclusion, Equity, and Belonging (DEIB), Emmanuel is passionate about leadership development, operations, and fostering staff growth. He champions racial equity and actively coaches others to embed these principles in their work.

Duties: Finance & Administration

John Dizon currently serves as a Division Manager in the Behavioral Health Services Division in the Administrative Services Unit. He previously held the role of Senior Administrative Analyst, both for Behavioral Health and for Primary Health Services, with a heavy emphasis on managing the Department’s Federally Qualified Health Center. John has spent his entire County career in the Department of Health (and Human) Services, with an emphasis on budget management since 2007, when he was first appointed to the Budget Analyst role in Children’s Mental Health. John earned his Bachelor of Science in Neurobiology/Physiology/Behavior from the University of California at Davis.

Duties: Children Services

Sheri Green is a Licensed Marriage and Family Therapist with over 25 years of experience in the behavioral health field. She holds a Master’s degree in Clinical Psychology and a Bachelor’s degree in Developmental Psychology with a minor in Business Administration.

She currently serves as Division Manager in Behavioral Health Services, overseeing youth and family mental health services, as well as programs for individuals experiencing homelessness. In this role, she manages County and contracted programs and works across systems including child welfare, education, probation, law enforcement, homeless services, and healthcare.

Sheri has helped shape County mental health initiatives serving foster youth, transition-aged youth, schools, and homeless populations, and supported the creation of specialized teams such as the Homeless Encampment and Response Teams (HEART). Prior to County service, she held nonprofit leadership roles overseeing foster care, therapeutic services, and behavioral health programs across multiple counties.

Duties: Adult Services

Stephanie Kelly serves as the Division Manager for the Department of Health Services, Division of Behavioral Health Services, with oversight of the Adult Mental Health Continuum, Court/Justice-Involved Programming, and the Crisis Continuum. Prior to her current role, Stephanie fulfilled was the Health Services Administrator for Correctional Health Services, overseeing health/mental health services for incarcerated Sacramento County individuals. Before serving in Correctional Health, she worked for County Behavioral Health in various managerial roles, Adult Mental Health and Crisis Continuum. Prior to coming to the County, Stephanie worked for multiple mental health non-profits both in management and direct-service roles, serving at-risk youth and their families. Before entering the field of behavioral health, she worked as a Probation Officer for El Dorado County, serving incarcerated youth – inspiring her interest to eventually move into the mental health field. Stephanie is a Licensed Marriage and Family Therapist, earning her Master of Science in Counseling, Marriage and Family Therapy from California State University, Sacramento.

Duties: SUPT & BHS SAC

Lori Miller is a Licensed Clinical Social Worker and has over 26 years of experience in Behavioral Health and currently serves as the Behavioral Health Division Manager over the Substance Use Prevention and Treatment unit for Sacramento County Department of Health Services. As a Behavioral Health Division Manager, she provides strong leadership, passionate advocacy and a commitment to integrated services working to reduce stigma and address trauma for those struggling with behavioral health challenges. Lori expanded multiple substance use prevention and treatment programs, and assisted in the development of three Coalitions (Youth, Methamphetamine and Opioid) and leads many initiatives to address the Fentanyl crisis. Lori takes a collaborative approach in her work, values and builds innovative partnerships with multiple County departments and community organizations. Lori believes everyone should have quality behavioral health care so she strives to continuously improve the delivery of client care, explore innovative, specialized treatment models, improve timely access to services and promote health equity and diversity to the service delivery continuum.

Duties: Program Support Services

Jane Ann Zakhary is the Division Manager for Behavioral Health Initiatives & Communications at the Sacramento County Department of Health Services, Division of Behavioral Health Services. In this role, Jane Ann spearheads the planning and implementation of pivotal initiatives such as CalAIM, the Behavioral Health Services Act, BH-CONNECT, Medi-Cal Peer Certification, behavioral health communications, and investments in Permanent Supportive Housing.

With over twenty-seven years of experience in various social service departments within Sacramento County, including two decades dedicated to Behavioral Health, Jane Ann brings a wealth of expertise and leadership. Her extensive background in program planning, implementation, and administration, coupled with her skills in contract and budget development and management, has been instrumental in establishing a robust Mental Health Services Act program and a comprehensive Permanent Supportive Housing portfolio that have significantly impacted the community.
