Who We Are

Dr. Luu currently serves as the Health Officer and Public Health Division Director. Prior to joining Sacramento County, Dr. Luu served as the Bi-County Health Officer for Yuba County and Sutter County for six and half years. In that role, Dr. Luu was the medical executive providing overall public health clinical guidance, community health planning and emergency preparedness for both counties. She also serves as the medical/health branch lead for all disaster responses and actively engages in the planning and response to all disasters within both counties.

Prior to Yuba-Sutter, Dr. Luu was the Medical Director of Public Health for the Commonwealth Healthcare Corporation (CHCC) in Saipan, Commonwealth of the Northern Mariana Islands where she concurrently served as an internal medicine physician, practicing primary care at the top of her medical license. Prior to that, she was a General Internal Medicine Fellow at Johns Hopkins University for two years.

Dr. Luu is a board-certified internal medicine physician and is a fellow of the American College of Physicians. She obtained her medical degree from the University of Washington and has a Master of Health Science in Clinical Epidemiology from Johns Hopkins University.

With over three decades of registered nursing experience and 25 years of progressive leadership in public health nursing, Lynnan Svensson is a seasoned healthcare administrator known for managing complex programs, driving strategic initiatives, and applying creative problem-solving to improve community health outcomes. Currently serving as the Division Manager and Director of Nursing for Sacramento County Health Services, she oversees public health programs and services, leads budget development and oversight, supervises multidisciplinary teams, and represents public health interests across a wide array of community partnerships. Her ability to respond to urgent public health needs—such as community health crises—highlights her leadership, professionalism, collaborative nature, and deep understanding of the healthcare landscape. Lynnan plays a pivotal role and is passionate about growing and equipping public health leaders.

Previously, Lynnan held key management roles in El Dorado and Sacramento Counties, where she directed programs spanning maternal and child health, immunizations, and communicable disease control. Her experience includes grant writing, budget development and oversight, policy development, strategic fiscal and operations planning, program evaluation and improvement, and cross-agency collaboration—consistently demonstrating a data-driven and compassionate approach to public service. With both a Bachelor and Master of Science in Nursing and a background in clinical education, she combines clinical expertise, strong administrative acumen, and refined interpersonal skills to lead public health programs that are both effective and inclusive.

Jamie White has served as a Public Health Division Manager at Sacramento County Public Health (SCPH) since September 2023. In this role, she provides administrative oversight for the Public Health Laboratory, Epidemiology, Emergency Preparedness, Vital Records, Health Education, Accreditation, Health & Racial Equity, Workforce Development, and Women’s Infants and Children (WIC) programs.

Since joining SCPH as Epidemiology Program Manager in 2015, Jamie has played a central role in public health preparedness and response, including serving as the Incident Commander in the Department Operations Center during the COVID-19 pandemic. She has overseen budgets exceeding $70 million in federal funding, with a focus on accountability, impact, and efficiency, and has advanced technology solutions to strengthen workflows across SCPH. Jamie is an active member of the County’s Child Death Review Team for over a decade and is a founding member of the Opioid Coalition Executive Committee.

Jamie earned a Master of Public Health degree in Epidemiology from Emory University Rollins School of Public Health and a Bachelor’s degree in Physical Anthropology from the University of California, Santa Barbara, where she was a Regents scholar and member of Phi Beta Kappa. Prior to joining SCPH, she held positions with San Joaquin County Public Health, the CDC Division of Tuberculosis Elimination, and Emory University’s School of Medicine Metabolic Genetics Clinic.
