Initial EMR Applicants


To be certified as an EMR by Sacramento County the applicant must be eighteen (18) years or older and complete and submit the following:

Apply online at and register as a new user.  Once the account is established, log in and apply for certification.  Online application instructions found here.

Please upload the following:

  1. Valid EMR course completion record (dated within the last 12 months).
  2. Government issued photo identification (Driver's License, Passport, Military ID).
  3. Current CPR for the Health Care Provider card or the equivalent.
  4. A “passport style" color photo of yourself. One can be taken for you in the office during counter hours if needed.
  5. Supplemental Certification Application (if prior convictions) and all documents that pertain to prior conviction(s).
  6. Pay the required fees.

Cost for initial EMR Certification

  • $25.00 SCEMSA application fee (Non-refundable)
  • $30.00 Expedited Processing fee (if requested)

Fees may be paid by credit card online or with exact cash at the SCEMSA office.
